First you have to define exactly what PC dispatch is. Your vision is different than mine.
The PC dispatch I envision would let the members know what work is available to them at the Dispatch Hall. Be it a display or printed. Be paperless (unless you want a printout) Be fast.
I would much rather stay home longer. Make it easier on the dispatchers. Think about it. A complete display of all available jobs. Select your own job in your correct rotation. Local rules apply. You write your own program, keep all your working rules and no loss of dispatchers.
About the 85% that the PMA will be paying. You can always do what one local did when they used to pay 85%. They continued to pay 50% anyway.
