In the case of Vancouver, I feel that the wharf operators are getting off Scot-free in this problem.
Generally, they only accept truck deliveries five day shifts a week and leave all their delivery machines to sit idle afternoon, graveyard and weekend shifts.
It seems to me that there is a terrible waste of machinery as a result of this practice. Perhaps a comment from a representative of the Vancouver pier operators or the BCMEA would be appropriate at this time.
