Peter Bell, a rank and file longshore worker in Vancouver, wrote to the ILWU discussion list

At last report we were to be locked out at 1630 Sunday, the 7th.The newspaper story, for what its worth, indicates that the Federal Government will not get involved even before there is work stoppage!

Last time we were locked out, Parliament was recalled and the ILWU was ordered back to Work by that august body! The news reader on CBC TV was grinning from ear to ear and said, “I don’t see how that could be, after all, it’s a lockout”.

It almost seems that Canada still functions in spite of the layers of patronage and ward-heeling at the level of the Federal Government.

Generally, the treatment of the ILWU- BCMEA contract negotiations is tantamount to a conspiracy between the BCMEA and the Federal Liberal Government! This is, of course my own opinion, but I am willing to debate it as well.
