    International Dockworkers’ Council

The International Dockworkers’ Council met in Tenerife from 25-28 June 2000. The meeting was hosted by the Coordinadora (Spain), which reported the proceedings on its website. An IDC Press Release has been issued from Liverpool, including contact details for unions holding coordinating roles in the IDC. The new organisation has its origins in the international coordination developed during the Liverpool Lockout, and specifically during the run-up to the international Days of Action.

  • “What they call the modern system dictated by globalisation, in the workers' view does not go beyond longing for slavery and exploitation of labour in 19th century fashion, in the midst of the 21st century. They want to revoke 100 years of history. We cannot look after our children, our families, if we abandon ourselves to slaughter without a fight. It's already not just about work, but about the shape of the world which we pass on. This is the modern struggle of workers, however much they depict us as enemies of globalised reality.”

After seven months, negotiators for the ILWU which represents dockworkers on the US West Coast and the PMA (shipping companies) reached agreement on a new contract on 23 Nov. President Bush, who invoked the Taft-Hartley act to end the employers two-week lockout in early October after the ILWU enforced health & safety legislation, welcomed the deal. The union described it as a “landmark agreement with the Pacific Maritime Association (PMA) that will benefit workers, the shipping industry, consumers and our economy.” The ILWU membership were not given the details as talks reached a climax during recent weeks, and will now consider the outcome. But Local 34 (Shipping Clerks) are amongst those already asking fundamental questions about the deal.

    • 7 Dec: Conference Against Taft Hartley and Union Busting
    • 9-13 Dec: Longshore Caucus decide to recommend contract ratification or rejection
    • 16-17 Dec: local (branch) union meetings

The ILWU was locked out on Friday 27 Sep 2002. The PMA said it would end at 8am Sunday 29 Sep 2002. On 9 Oct. a judge ordered the PMA to lift the lockout after President Bush invoked the notorious anti-union Taft-Hartley Act.

The Bush administration has formed a secret White House Task Force to consider possible federal intervention in the West Coast longshore negotiations.
  • They’re considering bringing in the military to operate our ports. Administration sources say they're discussing pre-empting any possible action by the International Longshore & Warehouse Union (ILWU), with the National Guard operating the docks until the union is forced to agree to contract terms.
  • The Bush administration and the employers are trying to exploit concerns about national security and a fragile economy. They want to use these concerns as an excuse to attack one of the nation's strongest unions.
  • In Seattle, 25% of jobs are port-related. In Tacoma, 40% are port-related. If Bush is able to break the back of the ILWU, all workers in the Puget Sound will pay the price.
