We inform national and international public opinion that GILBERTO TORRES MARTINEZ, leader of the Pipeline Sub-division of USO, the Oilworkers Union [lit. Workers Trade Union] was disappeared at 6pm on 25th February.

The below signed organisations affiliated to the National and International Human Rights Campaign express our deepest concern for GILBERTO TORRES MARTINEZ, who works for ECOPETROL at the Porvenir Pumping Station on the Llanos Central pipeline in Monterrey, Casanare.

THE FACTS:

1. - At about 6pm yesterday,25th February 2002, GILBERTO left the Porvenir Station in Monterrey, which is only a few kilometres from his house. But he never arrived home. According to some accounts it seems that the union leader was captured by a group of heavily armed men who forced him to go with them.

2. It appears that these individuals are members of the Centaur Block of the so called United Self -Defence of Colombia AUC [paramilitaries] that operates in this region. They drove him to the town of Puerto Lopez in Meta, where it is public knowledge that this group have their centre of operations.

3. It should be noted that this area is strongly guarded by army personnel. There is a Military Base next to the Pumping Station, charged with protecting Llanos Central Pipeline, the multinational consortium in which British Petroleum Company, ECOPETROL and Canadian Pipelines participate. The military officers who patrol the pipeline have several guard points from where they control all of the road and they are able to detect the entrance and exit of personal vehicles in the area.

Background:

1. The Oilworkers Union [Unión Sindical Obrera] USO has been systematically threatened by the Autodefensas Unidas de Colombia AUC paramilitaries who have declared the union a military target.

2. On 3rd December 2001, USO’s regional President in Cartagena, AURY SARA MARRUGO and his bodyguard ENRIQUE ARELLANO were kidnapped and subsequently assassinated by the Caribbean Block of the AUC, who accused him of being a guerrilla commander. The AUC’s central command claimed responsibility on its official internet page.

3. After the assassination of Aury Sará, the Inter-American Human Rights Commission of the Organisation of American States granted protective measures for USO members due to the grave situation of dirty war against that organisation, demanding that Colombia Government provides the necessary guarantees to protect the physical and psychological well being of the USO throughout the country.

4. In spite of this decision from the Interamerican Court of Human Rights, the Colombian Government has not done anything to provide security measures that would minimise the risk, on the contrary the situation grows ever worse and without official response.

WE DEMAND

• That the President of the Republic, the High Commissioner for Peace, the people’s Defender, the Attorney General, and other related organisations take forward whatever action is required to make the autodefensas paramilitaries free U. S. O. leader GILBERTO TORRES MARTINEZ immediately.
• That the Colombian State guarantees the free exercise of trade union activities, as well as the promotion and defence of human rights carried out by different social organisations, trade unions and human rights groups in the country, of which USO is one.

ACCION URGENTE - DESAPARECIDO DIRIGENTE DE LA USO

Informamos a la opinión pública, nacional e internacional, que el día 25 de Febrero, a las 6 p. m. , fue desparecido el dirigente de la Subdirectiva Única del Oleoducto, de la Unión Sindical Obrera, GILBERTO TORRES MARTINEZ.

Gilberto salió de la estación de bombeo de El Porvenir, en un vehículo de propiedad de Ecopetrol, para su residencia ubicada en el municipio de Monterrey, en el departamento de Casanare. En este trayecto ocurrió su desaparición.

Hemos puesto en conocimiento del Gobierno Nacional y de la Defensoría del Pueblo este grave hecho, que se suma a la desaparición de otros dos compañeros en los últimos tres años, al asesinato de varios dirigentes y las amenazas permanentes de toda la dirección del sindicato.

Solicitamos a las autoridades civiles y organismos de seguridad del Estado emprender las acciones que sean necesarias para preservar la vida del compañero Torres. A quienes lo tienen en su poder les solicitamos que lo liberen inmediatamente sano y salvo.

En rechazo a esta nueva agresión contra nuestro sindicato, hemos iniciado, hoy 26 de febrero a las 4 de la mañana, un paro nacional indefinido en Ecopetrol. Llamamos a todo el pueblo colombiano a solidarizarse con esta protesta que tiene como fin defender la vida de nuestros afiliados.

DESAPARECIDO DIRIGENTE DE LA UNION SINDICAL OBRERA -USO- SUBDIRECTIVA UNICA DEL OLEODUCTO USO

Las Organizaciones pertenecientes a la Campana Nacional e Internacional de Derechos Humanos, abajo firmantes, expresamos nuestra más profunda preocupación por la desaparición del Dirigente de la U. S. O. , GILBERTO TORRES MARTINEZ, quien labora para ECOPETROL, en la Estación Porvenir del Oleoducto Central de los Llanos en Monterrey Casanare.

LOS HECHOS:

1. - El día de ayer 25 de febrero de 2002, siendo aproximadamente las 6:00 p. m. , salió de la Estación del Porvenir, con rumbo hacia su residencia en el municipio de Monterrey, distante solo algunos kilómetros de allí, sin embargo nunca llegó a su casa. Según algunas versiones, al parecer el Dirigente fue retenido por un grupo de hombres fuertemente armados, que lo obligaron a desplazarse con ellos.

2. Los individuos al parecer de el Bloque Centauros de las autodenominadas Autodefensas Unidas de Colombia, que operan en esta región lo condujeron rumbo al Municipio de Puerto Lopez en el Meta, donde es publico que este grupo tiene su centro de operaciones.

3. Es de anotar que esta área está fuertemente custodiada por personal del Ejercito, pues al lado de la Estación se encuentra una Base Militar encargada de proteger el Oleoducto Central de los Llanos S. A. , consorcio multinacional, donde tiene participación la British Petroleum Company, ECOPETROL, Canadian Pipelines. Los efectivos militares que patrullan el oleoducto tienen varios puestos de vigilancia desde donde controlan toda la carretera y pueden detectar la entrada y salida de vehículos y personal en el área.

Antecedentes:

1. La Unión Sindical Obrera U. S. O. , ha venido siendo amenazada de manera sistemática por las Autodefensas Unidas de Colombia AUC, donde declara objetivo militar a los dirigentes de dicha organización sindical.

2. El 3 de diciembre de 2001, el presidente de la USO Subdirectiva Cartagena, AURY SARA MARRUGO y su escolta ENRIQUE ARELLANO, fueron secuestrados y posteriormente asesinados por el Bloque Caribe de las AUC, quien lo sindicó de ser un comandante guerrillero. El mismo comando central de las AUC, se atribuyó el hecho a través de su página oficial de internet.

3. Después del asesinato de Aury Sará, La Comisión Interamericana de Derechos Humanos de la OEA, concedió mediadas cautelares para los afiliados a la Unión Sindical Obrera, dada la grave situación de guerra sucia en contra de dicha organización, lo cual le exige al Gobierno de Colombia, brindar las garantías necesarias para proteger la integridad física y sicológica de los miembros de la Unión Sindical Obrera U. S. O en todo el país.

4. A pesar que la Corte Interamericana de Derechos Humanos concedió las medidas cautelares a los miembros de la U. S. O., el Gobierno de Colombia no ha hecho mayor cosa por brindar las medidas de seguridad necesarias que minimicen el riesgo de los protegidos, por el contrario la situación es cada vez más crítica y no hay respuesta.

EXIGIMOS

• Que el Presidente de la República, el Alto Comisionado para la Paz, La defensoría del Pueblo, La Fiscalía General de la Nación y los demás organismos relacionados, adelanten las gestiones necesarias para que las Autodefensas Unidas de Colombia liberen de manera inmediata al dirigente de la U. S. O. GILBERTO TORRES MARTINEZ.
• Exigimos del Estado Colombiano garantías para el libre ejercicio de la labor sindical y de promoción y defensa de derechos humanos adelantadas por las diferentes organizaciones sociales, sindicales y de derechos humanos del país, dentro de las cuales se encuentra la Unión Sindical Obrera USO.
