All the workers fighting for the Spring Labour Offensive! Let us fight against “the end of Spring Labour Offensive” propaganda and fight for defending it. Let us fight against historical outrage of dispatching Japan’s “Self-Defence-Force” to Iraq. We need to organize our movement in all the workplaces, areas and industries.

KEIDANREN, Japan Federation of Economic Organization, wants fundamental submission and deterioration of labour movement, and has declared unreserved pay “down” attack including abolition of regular wage rise and actual down of the wage base.

They have introduced the “rule for dismissal” in the Labour Standard Law, corrupted Labour legislation last year: introducing and expanding of contract job for limited time and self-discipline labour system (much loose than flex-time system) and relaxation of regulation for contract workers. They have also “reformed” system for council workers and privatized massively. Thus, not a few workers have been under the threat of restructuring, bankruptcy, dismissal, wage down and unstable employment.

In this Regular Diet Session, the government has tried to insist another deterioration of Labour Standard Law and finally aimed to scrap the Labour Commission system. This is the same set of unlawful oppression on Labour movement seen in suppression on KOKURO railway trade union’s Extraordinary Convention. They are trying to deny and destroy workers’ right to unite and form a trade union. They have also aimed at fundamental corruption of pension and any other social security system. They are crushing and robbing the very right of workers to live.

Jun’ichiro Koizumi administration of Japan started to dispatch its heavy armed troop to Iraq where battle is still going on. He has threatened the world as “a standard country that can wage war”. As propaganda and xenophobia against North Korea has flooded everywhere, the government is on the process to prepare another war.

They are about to issue and enact not a few legislations on the present Diet including: Sanction Bill on North Korea, National Emergency related bills, Amendment of Education Law, Self Defence Force Regular Dispatch bill, Judiciary “Reformation” related bills, new enactment of Conspiracy bill, Referendum bill for amendment of the Pacifist Constitution. They want complete change of post-war democratic system.

Hiroshi Okuda, president of KEIDANREN, has insisted to say that Japan’s only way to survive is establishing “East Asia Free Economic Area” (= New version of its old imperial strategy for Great East Asia Coexist Area). Capitalism is on the verge of profound crisis and its last step is to use its military force and wage war. Their attack on various rights of workers has the same root with the wars they wage.

On December last year, in the administrative lawsuit on the case of Japan Railway Companies’ discriminatory employment, Japan’s Supreme Court reversed the sentence of Labour Commission, and denied the fact that JR Companies have been the actual successor of Japan National Railway (KOKUTETSU). They also denied the companies’ responsibility for their unfair labour practice. This was a big reactionary sentence.

KOKUTETU 1047, the struggle to regain the original status and workplace of unlawfully dismissed 1047 workers, has come to its crossroad, whether they can overturn this massive attack and pave the way for victory or not.

Now, workers of the world have started to regain its power as a collective force to make another world. Nothing can stop its historical movement. On the 20th of March, the anniversary day the Iraq war started, anti-war international united action will be held all over the world. This fight must be the prominent battle field in the Labour Spring Offensive in 2004 in Japan.

It will be the biggest fightback against Koizumi=Okuda line, and be the historical turning point to shift the class struggle balance. We need to mobilize the largest number ever of workers to Hibiya Park in Tokyo. This is the very time that trade unions have to show themselves and their power. Rank and file workers are surely angry. It is true that the existing leaders of trade unions have abandoned their demand and not to fight in Spring Offensive, but that means it is up to us to change this negative status of trade union movement.

Doro-Chiba, National Railway Motive Power Union of Chiba, will stand up and strike in Spring Labour Offensive in 2004. We fight for:

  • Victory for Spring Offensive,
  • Defence for pension, lives, and workers’ right to form trade union, and
  • Safety and security of railway.

We fight against:

  • Koizumi super reactionary government,
  • Japan’s troop dispatch to Iraq, and
  • Corrupts of railway safety deriving from privatization, asking other companies to maintain the rail and relaxation of regulation. All of these have the same root.

We ask all of you who want to regain the fighting tradition of trade union movement, to come and join our discussion meeting below:
