Today is the 28th day of the sugar cane cutters strike in the departments of Valle del Cauca and Cauca – Colombia - and with no glimpse of an agreement in sight. We have send several proposals to ASOCAÑA and its affiliated ingenios, [a corporation sugar mill or refinery with feeder plantations] and but these continue denying a response to the workers petitions and the start of negotiations with the unions (SINALTRAINAL, SINALCORTEROS and the CENTRAL UNITARIA DE TRABAJADORES -CUT).

Álvaro Uribe Vélez’s government continues attacking the dispute. On 9 October a STATE OF INTERNAL COMMOTION was declared, through which they will try and break the labour conflicts, repress the workers and continue with the process of annihilating social organizations, with the argument that these are issues of public order that put the national security at grave risk.

We have obtained good solidarity for the cane cutters, but their situation is getting more difficult by the day, and funds are falling with 12, 500 workers and their families to feed. As far as the familes are concerned, the situation is much more serious given that there are insufficient resources to cater for around 60. 000 people that cannot provide themselves with the basic necessities of food and medical attention.

Solidarity IS URGENT. The masters of the ingenios want to defeat the strike by HUNGER. There is no food or medicine in the homes of the cutters. With the solidarity of organizations, committees, national and international collectives, religious communities and democratic people we can move ahead to overcome this challenge that the bosses and the Colombian state have placed before us, and find a solution to the dispute.

Hoy es el día 28 del paro que adelantan los corteros de caña de azúcar en los departamentos del Valle del Cauca y Cauca –Colombia- y no se vislumbra ningún acuerdo cercano. Hemos enviado varias propuestas a ASOCAÑA y a los ingenios asociados, pero éstos continúan negándose a solucionar el pliego de peticiones y a comenzar las negociaciones con los sindicatos (SINALTRAINAL, SINALCORTEROS y la CENTRAL UNITARIA DE TRABAJADORES -CUT-).

El gobierno de Álvaro Uribe Vélez continúa atentando contra el conflicto. El 9 de octubre declaró el ESTADO DE CONMOCION INTERIOR, a través del cual pretende romper los conflictos laborales, reprimir los trabajadores y continuar el proceso de aniquilamiento de las organizaciones sociales, con el argumento de que éstos son de orden público y que ponen en grave riesgo la seguridad nacional.

Hemos obtenido una buena solidaridad para el conflicto cañero, pero la situación se pone cada vez más difícil ya que a medida que pasan los días, los aportes disminuyen y son 12. 500 obreros para alimentar. Por el lado de las familias la situación es mucho más grave pues los recursos no son suficientes, son cerca de 60. 000 personas a quienes no se les pueden suplir sus necesidades básicas de alimentación y atención médica.

La solidaridad ES URGENTE. Los dueños de los ingenios quieren debilitar el conflicto por HAMBRE. En los hogares de los corteros escasean los alimentos y los medicamentos. Con la solidaridad de las organizaciones, comités, colectivos nacionales e internacionales, las comunidades religiosas y personalidades democráticas, podremos salir adelante es este nuevo reto que nos colocan los patronos y el estado colombiano y encontrar una solución al conflicto laboral.

Second Day of Indigenous Movement’s Popular Mobilization Begins After Two Indigenous Community Members Were Killed on Day One

More than 7, 000 indigenous activists and representatives of other popular and social sectors of the department of Cauca and the southwest of Colombia continue to congregate in the “Territory of Peace and Coexistence” in La Maria Piendamó, in Cauca. With this gathering, the popular mobilization, or Minga, is now in its second day, commemorating 516 years of resistance, and consolidating the “Commotion of the Peoples” against the current regime of terror, permanently at the service of the greed of transnational capital. Simultaneously, there are various other actions and rituals being carried out throughout the rest of the country by other sectors of the indigenous and popular movement in Colombia.

These actions of protest and resistance have been accompanied by yet another wave of violence directed against indigenous activists and civilians in the communities of northern Cauca. In the last 24 hours, two indigenous men have been assassinated by the forces of terror.

Come where they may these assassin’s bullets, this war is a war against the people. The results of these actions benefit those actors who want to displace us from our territories and dislodge our community process. These calculated actions of cowardice and cruelty, by armed men with weapons directed at civilians and common people, are designed to silence us and place us in a war against our rights and our Life Plans.

Yesterday, on the first day of this Popular Mobilization, the people united in La Maria participated in inaugural acts of protocol to begin the Assembly, listening to the words of the indigenous authorities. Today, on the second day of the Minga, the work agenda includes meetings and workshops with leaders and representatives of other sectors of the popular social movement, including peasant farmers, the sugar cane workers - now on strike for almost one-month, the Afro-Colombian movement, and trade unionists.

The reaction of our enemies against our people and our struggle is not surprising. The language of terror and death lingers over this moment of mobilization and dignity. Yesterday we heard the moving words of Ligia Coicué, the companion of Nicolás Valencia Lemus, the Nasa activist assassinated on Sunday morning. We also listened to his brother, the indigenous leader Silvio Valencia.

And as we write this communiqué, still pained by the news of Lemus’ death, we confirm the assassination of another indigenous civilian, Celestino Rivera, 25, member of the resguardo of Jambaló and resident of the village of Zumbico. His corpse was found on the road between Toribío and Jambaló, in the village of Quinamayó, in northern Cauca.

His cadaver contained at least two bullet wounds in the head. Eyewitnesses said they had heard at least four rifle shots at about 9:30pm on Saturday, October 11th, within the area.

Meanwhile, the Council of Chiefs of the Regional Indigenous Council of Cauca, CRIC, received a call from the office of Cauca’s governor, informing them of intelligence reports that provide evidence that the FARC’s Teófilo Forero column intended to assassinate the indigenous leader and member of the CRIC’s council of Chiefs, Feliciano Valencia. CRIC was able to record the voice of the governor, but up to this point we have not been able to confirm this report.

Since receiving a detailed email threat from a group that described itself as “Angry Peasants of Cauca,” CEC, on August 11, 2008, 5 indigenous people in Nariño, 3 in Riosucio Caldas, and now 3 in Cauca have been assassinated. The Governor of the indigenous cabildo of Canoas was saved only by the courageous act of a member of his community, who refused to provide details of his whereabouts to armed gunmen who were looking for him two weeks ago. Along with these murders, an Afro-Colombian leader in Tumaco, two peasant activists in Cauca, and Olga Luz Vergara, a woman’s rights leader from the organization Ruta Pacífica de las Mujeres in Medellín, have been assassinated since this threat was sent out.

Come from where they may, these assassins’ bullets represent a war against the people. Come from where it may, this plan of death benefits those who would have us silenced and displaced! They should leave now, those who bring war, those who use arms against the people, those who use death to feed their avarice. Leave us in peace!

We will continue to mobilize with dignity, in defense of our rights, in defense of life, against the tyranny of the regime, and their supporters.

Vengan de donde vengan las balas asesinas, esta guerra es contra los pueblos. Venga de donde venga el plan de muerte, el resultado beneficia las intenciones de quienes nos quieren despojar de nuestro proceso y territorio. Estos actos calculados de cobardía y crueldad, de hombres armados de fusil contra civiles y comuneros, responden al propósito de silenciarnos y meternos en una guerra contra nuestros derechos y Planes de Vida.

Más de 7000 indígenas y representantes de otros sectores sociales y populares del Cauca y del Sur Occidente Colombiano se han congregado hasta el momento en el Territorio de Paz, Negociación y Convivencia de La María Piendamó en el Cauca. Se ha dado inicio de esta manera a la Minga con la que se conmemoran 516 años de resistencia y se consolida la “Conmoción de los Pueblos” en resistencia contra el régimen de terror al servicio de la codicia del capital transnacional. Simultáneamente, llegan reportes de las acciones y rituales que se adelantan en el resto del país por parte de los pueblos indígenas.

Durante la tarde de hoy, la Asamblea de los Pueblos reunida en Minga en La María, asistió a actos protocolarios de instalación del evento y escuchó las palabras de las autoridades. Para mañana se tiene programada una agenda de trabajo que incluye reuniones y encuentros con líderes y representantes de otros movimientos sociales y populares.

La reacción por parte de los enemigos de los pueblos y de nuestra lucha por la justicia y el respeto no se ha hecho esperar. El lenguaje de terror y de muerte ensombrece esta hora de dignidad. Escuchamos las conmovedoras palabras de Ligia Coicué, compañera del asesinado comunero Nicolás Valencia Lemus y las de su hermano el líder indígena Silvio Valencia. Mientras escribimos esta nota, adoloridos por este crímen, confirmamos el asesinato de otro comunero indígena identificado como Celestino Rivera, de unos 25 a 27 años, perteneciente al resguardo de Jambaló y habitante de la vereda de Zumbico. Su cuerpo sin vida fue hallado a unos 2 metros de la vía que de Toribío conduce a Jambaló, en la vereda Quinamayó. El cadáver presentaba por lo menos dos disparos de fusil en el cráneo. Comuneros de la vecindad dicen haber escuchado 4 disparos alrededor de las 9 y media de la noche de ayer sábado 11 de octubre, seguidos del ruido de una moto alejándose del lugar.

Entre tanto, la Consejera Mayor del CRIC recibió una llamada del Gobernador del Cauca advirtiéndole sobre reportes de inteligencia que ponen en evidencia la intención de la columna Teófilo Forero de las FARC de asesinar al líder indígena y Consejero del CRIC Feliciano Valencia. Al parecer la Consejera logró grabar la voz del Gobernador. No nos fue posible contactar a la Consejera al momento de redactar este comunicado.

A partir de las amenazas del CEC, enviadas el 11 de Agosto de 2008, han sido asesinados 5 indígenas en Nariño, 3 en Riosucio Caldas y 3 en el Cauca (se salvó el Gobernador de Canoas). Además fueron asesinados un líder afro en Tumaco, dos líderes campesinos en el Cauca y Olga Luz Vergara de la Ruta Pacífica de las Mujeres y su familia en Medellín.
